It may happen yes. Devil tarot card just triggers a random ghost event, the red light event is one of them.
Been noticing that a lot lately when I play: when an actual hunt happens, I don't see any sign of it until it's too late to run or hide. When I do see stuff happening, it's a harmless ghost event.
I think it's just an unfortunate coincidence of not being near the ghost when they spawn for the hunt.
What you say is exactly the same thing I notice when playing this game. And I think this is intended by the devs o surprise you. Spooks feel more dangerous than actual hunts.
During a spook the ghost does
1. shut off the room light
2. sometimes close the doors to keep you from running out of the room (also the front door if it is part of the room the ghost event takes place, but it won't lock, what you can also hear)
3. manifest on the flash (sometimes directly with walking straight at you)
4. sometimes use bulb explosions or red light events
5. ghost noises
6. distort electronical devices nearby
During a hunt the ghost does
1. ghost noises
2. shut off all light switches, but only after the hunt ended
3. not directly manifest, during this grace period it isn't visible and not walking yet
4. shuts only the front door and locks it

In the first couple of seconds, a hunt appears less dangerous. So, whenever the room lights are affected (shut off, red light, explosion, but exclude normal flickering), you immidiately hear footsteps together with the first ghost noise, any room door is closing (also front door, but without the locking sound), or you see the ghost from the very first second, you can calm down and go for a 3 star ghost picture, else, run and hide asap :)
You'll want to rephrase that. Although the red light means it's a ghost event, be aware that the ghost can INSTANTLY begin a hunt as soon as the red lights are gone. I was killed by a Mare that way once.
One thing that i see people always forget about is that ghosts can chain a ghost event into a hunt organically, catching you off guard. NEVER underestimate a ghost event, unless you are 100% sure your sanity is high enough, and that the ghost in question cannot kill you.
It is because how the ghost technically works with its idle timer. When it triggers a spook, it can trigger a hunt 3-6 seconds afterwards, when it comes out of its idle timer again. For the red light event, which will usually last a couple of seconds, it can look like it was directly hunting from the event, but it wasn't, technically spoken it just used the very first chance to trigger a hunt after it was done with the event. This chaining is more likely when your team sanity is at 0, as the ghost RNG per chance what it does when coming out of the idle timer (interaction, spook, hunt, whatever else).
Before they patched the crucifix to prevent a hunt for a fixed period of 5 seconds, the ghost were able to eat crucifixes even in 3 second strikes. If you a had bad RNG luck your crucifix was wasted in 6 seconds, and 3 seconds later you were hunted already :)
I see. But it's still something that i see people always forgets about. Whenever i see people talking about ghost events being harmless, i always remind them of this. Sure, if you know your sanity is high enough to prevent your death, then you don't have to worry about ghost events that much, but overconfidence is a insdious killer. I also thought that Mare on the farmhouse couldn't kill me, yet he clapped my cheeks as soon as the red lights were gone because my sanity must have dropped low enough (and i was in the dark)
