As for the gracing period... When you saw the ghost beside you, was it hunting you, or was it not moving at all? Because the grace period doesn't prevent a ghost from spawning/appearing, it only prevents them from moving.
Also a little tip: place motion sensors on walls. It's a good way to know when the ghost leaves the room and which area it is currently in.
EDIT: Also, yeah, as Sonicle said, smudge sticks can be used to repel the ghost for a few seconds during a hunt (if it's in the radius of the smudge stick, that is). Make sure that you have a lighter in your inventory, otherwise you won't be able to use them.
