But other than that, you've made a good suggestion. There are some safe spots where people can afk indefinitely prolonging the game. A vote kick feature would be nice. Voting especially because I still don't like socially awkward hosts kicking me when I get along with everyone else perfectly fine.
If you ask me, to stop abusive or griefing kicking for Phasmo, I would do it this way:
1. only host can kick living players (dead ones not)
2. a living kicked person will get all the points for objectives and photos so far gathered like they left normally by truck
3. there is a 30 seconds kick delay timer to prevent "instant rescue kicks" during hunts
This should work out very well.
Then you will be stuck with them. I ran into annoying players too, some dude spamming sound board fart noises.
The best thing you can do right now is just leave. By staying in the game you're just enabling their behaviour.
Some people will probably tell you that you're giving up or letting them win by just leaving. They're wrong and they don't even understand why.
My recommendation is also to avoid random public lobbies where possible. Either play with friends or jump onto the discord and use the "looking for group" function to find good people to play with.
Fingers crossed we do see some form of in-game kick function to help deal with these kinds of people, but for now this is the best thing you can do.
I truly hope for that option. It ruins the fun in games when players do that. I will never understand the fun that people get when it comes to trolling.

Point 2 is to prevent trolls making a lobby and kicking players at the end of the game so that they do not get anything. So it is mandatory to give kicked players full reward (to the so far fulfilled objectives) to work around trolls.
The only trolling that still works is item hiding or smudge and pills using. You can't prevent this from happening. But those things happen rather early in the game, so the reward is still very little if they get kicked by the host directly after they done it. And at least you are most of the time able to still conclude the round even with the damage they dealt so far.
