Is there a developer console?

Just curious if there are any debugging tools to mess with and of course cheats, but every post with the word console here is only talking about console (PS4, xbox) version.

I know the developers have mentioned having tools to do similar functions for debugging and testing purposes and some of these have accidentally made their way into the actual game (during the Exposition update you can force a DOTS interaction and Ghost Writing interactions by clicking on them). Otherwise in the release version of the game these are not things I am aware the user can commonly and regularly access without external tools.
