Most horror games follow a pretty simple formula of being followed by a spook while you're trying to do simple things, like collecting notes, or just linearly moving through the level.
In phasmo, nothing is out to spook you every 0.5 seconds, and I think it is exactly what makes it "boring" to you, and what I think makes it different.
In this game, spook is not out to get you. It is you who is annoying it, so you can do your job.
Ability to run away from a spook and have a safe haven somewhere on the map while not being completely useless is what gives the needed respite for newcomers, and horror genre newcomers. Current level of spooks, and ability to control how much you put yourself through is what makes it sweet, and I don't think Phasmo needs more. Once again - it is just a different type of game.

So with these two things I think once they have added them and now that there is an artist we will see a bump in better looking models.
davour ghost cutscene is very loud and shocking, i wish they made more cutscene rather than this one is so boring
if you want to scare the player the right way, you need to use the atmosphere and sounds and phasmophobia takes more care to do it
if what you want is a jumpscare game like devour, then look for other horror games you won't get what you want
Movie ghosts are overexaggerated, overpowered, buffed with titan powers to manipulate landmasses and swap universes.
Old ghosts are usually known to be "dead man's slipping grip on reality", being nothing more but an apparition, existing because of its last, the most powerful emotion, or memory. They are barely able to interact with the real world, but can cause people to hallucinate and die of scare(that is why they destroy person's sanity first, just to be able to harm him).
Giving ghosts an ability to physically move stuff bigger than a beer can basically turns old ghosts into movie ghosts.
Even though movie ghosts are "stronger", the power they possess, and lack of details about the limits of those powers works against scare factor.
