Does ghost behavior change at all the higher you level?
It seems like ghost behavior has gotten stranger for myself and others the higher our levels get, but it might just be a coincidence.

No but game updates have been making it harder. Ghosts used to live in 1 room. Now they typically roam some.

It doesn't seem to care about level beyond certain levels allowing you to play higher difficulties. After lvl 15 it doesn't really matter. As the above mentioned, there have been some recent changes to their behavior like them wandering more though. They don't always wander more, but it is more likely and when they do their normal wander range seems extended now. There is still a single "ghost room" but you may encounter ghosts that really like to wander between rooms as well so now there are times when you end up covering two rooms, or a room and a hallway in your investigation because they wont always be where you expect them.

On a positive note, there's a lot more reason to bring multiple items like the ghost book now though. I have had some that just don't want to write in it in their actual room, but when they pass by it while wandering over to the other room they decide to leave a lovely murder note for you.

Higher difficulties increase the rate that your sanity drops. Sanity drain while being in the dark is hella fast on Professional difficulty. On big maps this becomes an issue as often times the break is pretty far away. So walking even for 1-2 minutes in the dark will tank your sanity hard.

Otherwise, no, the ghosts don't appear to gain any special benefits on professional other than that you don't have a set-up (safety) timer. So the ghost can start hunting whenever the right conditions are met. Typically you always have to be lower sanity but demons will start hunting early.

Mares get annoying as they like to turn off lights all over the place.

Player level? No, but the game has had a few updates that make the ghosts seem more random.

Difficulty? Yes, but for the most part this it to make the ghost harder to id by doing more random Event phases vs ghost ability states. Oddly this will make Banshees more likely to hunt players on Amateur vs Professional despite Amateur having a lower sanity drain.
