If you can not use voice recognition, some features may be difficult to use, like the ouija board, but when it comes to evidence (which is the main objective) you can still get by even without voice or a soundboard. If the game notices you aren't able to talk or your voice recognition is broken, the spirit box may still spit out a random response. Spirit box in general can be frustrating, especially without voice, so it is a handicap but you can still play.
You can use Windows voice recog test thing to see, what exactly is being recognized.

I'm very talkactive myself, but I hate to repeat myself. Going through the house saying "Give us a sign" over and over again is really tedius. So I recorded a few phrases and spam them with a keypress. It works really good, even with the spirit box.
