if you don't like it you have 2 options, lower the volume or get used to it.
Its a psychological part, this sound affects our nervous system and its used in horror movies, ghost trains etc. to give a creepy feeling.

Set the volume on 75-80 and it should be fine. (Its never ment to be at full volume)

You may not think it's affecting you mentally but trust me it is. Keep your volume to be just loud enough to hear other players the ghost box etc and it will be a white nose affect.
It is faint enough it shouldn't bother you. If you have to increase the game volume to hear other players - tell those players that their mic is a piece of a semi-working ♥♥♥♥ they should replace/turn the sound boost on.
That sound is here because it serves 2 things:
1. It prevents you from increasing volume too loud so your ears won't be blown out by a sudden sound of a ghost event. It is "your maximum volume" rule you should obey.
2. Removing that sound will make it too easy to spot ghost activity. It was made to cover other sounds and mislead you into thinking something is going on when it doesn't.
My suggestions are:
1. Your volume is too loud.
2. You might have a normalizer turned on. It might make it unbearably loud. Any kind of driver-level sound application can do normalization, so try and remember if anything of that kind was installed previously/comes with your system.
3. You're giving it too much attention, thus creating ill psychological focus that prevents you from getting over it. Give it some time, and try to get used to it, and also reduce your volume. I can hear the ghost just fine, at any part of the building(aside bigger maps), even with that atmosphere sound effect loop going over. It isn't bothering to me at all.
