Like noise, the ghost will sense any active electronical device through walls and inside lockers in your hands. The flickering range of flashlight is 10 meters, the ghost will sense it at 8 meter range to you. If it got your position only for a split second, your safespot is not safe anymore. So if you dropped the flashlight inside the locker while it already sensed it, your doomed - if you did it before, it works.
Actually Nate is correct from his point of explanation.
Of course, best is to turn electronical euipements off prior to entering the locker/hiding spot. But the flickering range is 10 meter, the ghost sense range to electronical devices is 8 meters. So if there is no flickering yet, you can go into a locker/hiding spot safe and calm, and then turn things off. You are 100% safe doing this.
Or you can just wait and quickly turn flashlight off or drop it as soon as the flickering starts. I tested this on Willow, works. Though just 2 meter is a close gamble. Can become grim easily if you are not fast enough. So I wouldn't recommend this.
