A craftable suit upgrade could get around this issue nicely. Considering you already have an AI in your suit, this hardly seems like a stretch.

They already do that, when you build an oxygen generator you have air in your base, but not outside it. They could have used that to decide if you can hear the radio or not. Sheesh, ridiculous they never added this.
