Hosting dedicated server

I'm tryin to host a dedicated server with no success. tried on debian and windows. ports are open everything looks fine, last message in console is LogGameMode: === SERVER IS HIBERNATING ===
it shows up correctly on game monitoring (https://gamemonitoring.net/operation-harsh-doorstop/servers/2296455)
but it doesn't show up on steam server list nor the ingame list.

plus, ingame OPEN console command is disabled?

Hibernating is fine, that just means the server is running but it is in a hibernation state to save resources because nobody is on it playing. If it is not showing up in the game server, that is likely a port forwarding issue, but it sounds like the server itself was set up correctly.
