Mystery character for hip hop event

I am over half way through with only 5 prizes left to get, and I have yet to receive the mystery player. Am I missing something? And, what does the "middle goal tracker" mean exactly? I thought it was when you made it through have of the goals, maybe I didn't realize

The middle goal track, the one in the middle of the 3 goals that shows up on your left corner, gives more business cards.

And the last character is Steve French, and I noticed that you could get him in one of the deals that pops up. Don't know if that is the only way to get him though. And I can't get that deal anymore. :P

As for Steve French, that is disappointing. I was hoping it was a goal prize like in normal levels when you receive new characters. Bummer.

most of the character cards were pretty useless anyway. its all about the honey oil business cards

I have finish this event and have not unlock the last character.
And all my buildings ar 2000+. So I don´t know how to unlock it.
