Just wondering what the difference is between the steam version and the one you can play for free online?

So could someone explain districts to me? My first and only one so far is in a dead end downward loop. Population drops -> Efficiency drops -> Food production drops -> Population drops and so on How can an you even have any meaningful population in a district? Three farms, two composts (so each farm has 40 food production) and granary and two fisher shacks and yet I can hardly hold 300 poeple in it...

Hopes there's still someone around that can answer this :) But the indication of what is a good contract, the stars, do they count from left to right or right to left? I'm not sure if a contract that was showing 1.5 single outlined stars and 3.5 double outlined ones is good or bad?...
