Why are there no mods?
IMO its really strange that there are basically no mods. Just some levels or minor changes, but nexus has not even 30 mods...
There are even tools available to create mods so I dont really understand why the community seams to be dead.

Imagine needing mods for games that are more than two decades old.

Since when has a game's age stopped it from getting mods? The above comment is just plain stupid.

The problem here is that we don't have a Workshop. I've seen some neat N. Sane Trilogy mods out there, and honestly most of them look really good. But there aren't as many N. Sane modders as in, for example, games like Doom or Half Life. The community ain't as big.

Right, even mods for Daggerfall which is 24 years old is under heavy development.

Yes I saw some really promising mods, e.g. a remade level from Wrath of Cortex.

Why is there no Workshop? Does Valve have to create it or maybe Activision dont want any mods?

Developer/publisher decide if they want to incorporate Steam workshop, not Valve.
I have no idea. Just no interest, I guess.

Unsure, there's quite a lot for Spyro, surprised Crash didn't get the same treatment

Cogmonkey is creating a level editor, which is probably the best mod you could possible have for a game like this:
