Went into graphics settings where I could see the name of each setting but not its value. Manually adjusted the resolution value down four times (left four times) and hit X on the controller to apply. Pressed left to select "yes" to apply settings, then left again to select "yes" to keep them. Once the resolution was inside of the resolution of the display I was using, I could see all UI elements without an issue. (the game had previously been run in a higher resolution display before loading on this new display)
