No achievements for completing everything else?

So I just completed all of the achievements for Crash 3, and I discovered that "The N. Vincible Crash Bandicoot" is not on Steam. It's on PS4 and Xbox, but for some reason the Steam version of the game released with only 74 of the 77 achievements. Is there a reason why besides just making stupid decisions?

Was really looking forward to throwing achievement on my steam achievement showcase. I know some people don't care at all about achievements and I usually don't either but extremely difficult ones to finish like achievements for completing everything else are fun to get and give you a reason to play the game in every way.

I'll probably still go back and get 100% achievements on C1 and C2 just for fun and to add to the number of total games I did them all in on my profile, but it feels kinda like a slap in the face for the most hard achievements to get removed only off of Steam and not the other platforms, it really makes no sense.

Wait, you say 'The N. Vincible Crash Bandicoot' is not an achievement on Steam platform? For two days I looked for a way to unlock that. I thought it was a kind of bug. I still have some hidden achievements so I can't confirm it for sure.

the 3 achievements for 100% each game are missing from the pc release. ps4 has 77 achievements and pc has 74

Because Sony makes the Platinum Trophy mandatory for each game (and counts the NSane Trilogy as three games) while Valve doesn't, so most developers just throw in regular achievements unless they had a "get every other achievement" one planned anyway, which most don't.
And the Steam playerbase for most games usually doesn't give a crap about achievements, they want the game itself to be the important part of the game.

I've been looking for days why I can't get it and finally I got an answer. That's dissapointing
