But, in saying that, I would not be surprised if that FPS is about right for the 740m - it's about 2.5x weaker than the min spec GPU, the 660 gtx.
Did you force the 740m in the nvidia control panel? This game seems to be often defaulting to the integrated GPU.

Please close out the game,
Open Nvidia Control Panel
Under 3D Settings, Select Manage 3D Settings.
For Prefered Grapics Processor: Select High-Performance Nvidia Prosessor
Select Apply
then
select Program Settings
click Add and goto the Crash Bandicoots Directory.
example: C:\Program Files (x86)\Steam\steamapps\common\Crash Bandicoot - N Sane Trilogy
again Select High-Performance Nvidia Processor
This worked for me.
when i first installed the game it was jittering, i had audio lag, image lag, image tears.
and thats because the game doesn't give you the choice to choose which Display Adapter you wish to use. and since i've done the above, i'm getting a perfect 50FPS to 60 FPS.
Game's using Intel UHD graphics despite that not even being a graphics option for my desktop, and there's no way for me to "force" the gpu on the game as a result. I've tried selecting the GPU as an option in Nvidia control panel, but as it's the only recognized gpu to begin with... that's already the global option.
Game continues to still choose Intel UHD Graphics
Nvidia does not control your iGPU normally
This can be changed via windows-settings.
Got to settings->Display->graphics
Here you should be able to add the application (Crash) and set it to run on the iGPU or dedicated GPU.
I'll be damned... that fixed it.
I've always known that was an option, but that's been a fairly new thing, as in I believe it's exclusive to Windows 10 and above. It used to be that everything had to be done through the control panel of the gpu. I always figured if it couldn't be done through Nvidia control panel or profile inspector or even Intel's cpu control panel, then it just couldn't be done.
Sometimes the solution really is just this obvious. It's sad that I had to do it though. Oh well.

As a nvidia gt 710 with intel i5 here's what I do for games that don't use the gpu for some reasons.
First, go to settings, display , on the right side scroll down to blue text that says graphics settings, click brows and add your game.exe file, once the game is added click on the icon , click option, click high performance. When you load the game the game should now use your highest performing gpu.
Alternatively, go to control panel, and change your balance power setting to performance high performance or ultra performance. These setting will start using your nvidia gpu by default.
When, you put your nvidia card into the slot before, booting. Make sure you put it in your slot 1 pcie port. This way the nvidia card is used as your primary gpu.
Depending on the game sometimes your computer will default to the cpu if the nvidia card isn't as good in performance. Its rare but can happen. Expecially if you use ai features like fsr or dlss that may not work with your card.
If you can over clock 355 core clock and 327 memory clock helps bump 30 fps to 60 fps. If you lower the resolution to 800x640p you can get alot of frames. If you go to the nvidia control panel and adjust stuff. You can make a 640p render look almost 1440p. Its just a matter of seeing what you like.
