mountain crops
I've done the first tool upgrade but I can't find the second. It's KILLING ME that I can't plant mountain crops! How do I get the second tool upgrade?

The next upgrade comes after you unlock Anthony and you've crafted 3 or more of the basic tool upgrades.

anthony's the security guy, right? I built the hotel and I've built the other tool upgrades-- and it's been days since jade's security event

Three days after that event with Jade mentioning that he's coming, he will arrive. Be sure to sleep in your house, if you've been sleeping elsewhere. The event with Jade is after Miles has the "Gems in the cave" set of missions.
