You can play together on a private Classic CASUAL game without any issues but that's not as much fun as a Classic Competitive game. With the matchmaking update it got harder to start a Classic Competitive game with friends in private. It IS possible though. In a nutshell, you bypass matchmaking by starting a Casual game and then switch game modes.
Here are the steps:
1. Invite your friends to a Classic CASUAL game (any map will do)
2. When everyone has connected, open the console (~) and execute the following commands:
game_type 0
game_mode 1
changelevel levelofyourchoosing
The "changelevel" command will immediately load a new level with the new game type and mode setting in place for a Classic Competitive game.
If the ~ key doesn't bring up the in-game console then use the Help & Options -> Game Settings to enable the console.
Another console command you might find useful is bot_quota xx (where xx is a number). This sets the number of bots you want.
