How do I get Shader-model 3.0? :)

When I try to launch the game, it says that I need atleast Shader-model 3.0 to run it.. Could someone help me with this? :)

You need to get a newer GPU, anything from the ATI Radeon X1000 series+ or the Nvidia 6000 series+. The X000 series does not support shader model 3.0, it goes as far as 2.1.

same error with my csgo directx version 11 and 1gb ATI radeon express series graphic card... any solution guys plz reply fast ;;;

If you're running on a laptop that'd be your A1 problem there. 'Mobile' cards often are geared for business and 'extra' instructions on the GPU like pixel shader model or physX are often mising where the mainstream desktop card will have it.

That shader model is based on your graphic card, it's not some kind of an software that can be downloaded. Just name your graphic card.
