A: No. The Arms Deal Update is aimed at rewarding the wide spectrum of players who have already purchased CS:GO -- from players looking for new ways to express themselves in-game, to CS:GO’s competitive community getting well-deserved visibility and bigger rewards for their high level of skill.
As for the skins I got my first skin playing a competitive match.
The only certain thing is you need to stay until the end of match to see if you get one.
It might go lots of matches without winning anything and then there are times you start winning for a bunch in a row.
You can also get them from crates by using keys (not really recommended unless you have a lot of money to shell out and expect to get a knife or awp) or by buying some from market or from trading.
Or you can just buy the one you like, some skins will never be dropped, it's better to spend money to buy it than keep wasting money gambling with the crates.
