Scammed me in a paypal trade. What to do?
What can i do? I have screenshots of the chat and the trade, but i don't know what to do now.

Some more information would help.
Also this has nothing to do with steam you either contact paypal and explain them what happened and they might reverse it or you got scammed and there is nothing that can be done about it.

it's only if i can do something to "mark" that user, so he no scams other people

Not make paypal trades.
You can report a scammer via their profile page and through Steam Support.
Since your trade was done outside of Steam Trading Policy you'll probably won't get any traded items back.

Next time check people reputation on steamrep.com. Use trusted middle men for paypal transactions. Never do them in multiple steps.

Steam generally does not restore items from trading. What you need to do is open a Steam ticket about the issue. While it probaby won't get you your gun skin back, you can at least help prevent someone else from being scammed by the same person.

It's sad to see this happening already, report everything that has happened to support and try to include as many details as you can, include screenshots and the ID of the scammer if possible. Wait patiently for a response and hope that they will do something about it. But really, with the amount of times people fall for this scam, you'd be better taking it as a lesson well learned and move on.

this is paypals rule for refund

You can open a dispute if:
You didn't receive your item.
You received something that doesn't match the seller's description.
In the Resolution Center, communicate directly with the seller and try to resolve the problem. If you aren't able to work it out, escalate your dispute to a claim. We'll review the payment and decide if you are eligible for a refund.
