Report a translation problem
Your maps may be the reason. Searching for popular maps like dust 2, nuke, mirage has a higher chance of a quicker comp vs. maps like aztec, or vertigo.
Another theory is if you search for all or most of the maps, the system will actually try to get a match going, even if you are the only party searching for it.

some times the game has a server close to you and available with 10 players and it just works out.
here is a better example
You - max ping 50
friend 1 - max ping 150 (default option)
friend 2 - max ping 150 (default option)
friend 3 - max ping 150 (default option)
friend 4 - max ping 150 (default option)
the game looks and finds a suitable matchup for your group. however your ping will be 55 to that server you then get the "Failed to locate official game servers with acceptable ping." message.
however you restart the game do w/e restart the search and do it again, this time if finds a suitable game and this time its local and your ping will be 30, it goes through and lets you accept
where this system kinda fails is that if friend 2 and 4 say had max ping 50 and were east coast, and you are west, that means neither party can ping say 50 to central meaning there there is litterly no servers avaiable for both parties to have under your max allowable ping of 50,
so if you are playing with people spread out throughout the nation just make your your max allow able ping for "everyone" is say above 70, and you will never get that message again.

I told you how to fix it. fix it or live with it for ever.
The fact that restarting steam is an instant fix, means the error message is ♥♥♥♥♥♥♥♥, and something else is causing the problem.
How old are you exactly, calling me a kid? Maybe you should learn to discuss like an adult before calling someone else a child. Intelligent adults usually don't resort to personal attacks to prove their point.
Now, for my problem; When I try and do matchmaking it just takes forever then tells me to change my max ping, which I did (350). When I try and find community servers they don't even show up, nothing. I have been completely unable to fix this and it's been going on for 2 days

kinda unfortunate people try to pretend to be smarter than they are by using big words when not needed.
The system is simple, it finds you a server. it pings the server, if it is under your threashold then it goes, if it says you dont meet the ping requirements then you may be having general networking problems.
if you have a group and one person is on the other side of the country and has it set low that can cause problems.
well you thread hijacked and didn't explain your issue, what is your specific issue?
