Do you have a screenshot of the error? You might be on a different version of the game, or it might be corrupt.
It might help but if you have slow internet connection, you might not want to do that. If your connection is slow it could also mean the game had trouble finishing the download. Same thing happened to me with Super Monday Night Combat. It had a second layer of updates to go through, and I didn't realize it. So I was stuck in Matchmaking forever.
-First, open Steam and go to your Library tab.
-Next, right click on Counter-Strike: Global Offensive and click on Properties.
-When this screen pops up, click on the Set Launch Options button, and in the window that pops up, enter "-maxdownloadfilesizemb N", without the quotes, where N is a number in MB that corresponds to your new maximum limit.
-For example, "-maxdownloadfilesizemb 250" will raise the maximum to 250MB. Set it to a number high enough that all our maps will download, then you can safely remove the parameter again or simply leave it be.
