I cannot confirm myself that you can record your own games without a second computer. The only way I've ever used GOTV is by connecting to the server using the server's IP address but instead of port 27015, using 27020. I've only done this to watch friends play in league matches. Unless there is an external client or website that you can view GOTV through, you are forced to use your client. Which means having a second computer recording your own matches.
Keep in mind that servers usually have GOTV set at like a 120 second delay, so your other client will not see your game in real time, however it will capture all of your game play as long as you continue to record until GOTV has caught up to the end of your session.
