CS:GO Won't Launch (Microsoft DirectX Download)

Every time I try to launch CS:GO it says:

"Performing first time set up...
Installing: Microsoft DirectX for Windows (step 1 of 1)"

Then, when it tries to load CS:GO, the screen goes completely black and unresponsive and CS:GO will be "Not Responding" in task manager. However, I had to attach an additional monitor to even see task manager, otherwise the screen would be all black and I would be forced to restart my computer.

I have Windows 8 notebook with a DirectX 11. I've tried verifying integrity of game cache, restarting, etc. Nothing seems to work. Please help.

What PC Setup are you using?
Which Graphiccard?

Windows 8 64 bit.
intel i7-3632QM

managed to solve?

Maybe error between Video Card and DirectX ...

I have the same error before was with the video card GF 9800GT 512 mb, and not had this error,I am now with the Zotac GTX 660 (not ti) and every time this error happens to me.
Windows 8 de 32 bits.

back here almost a year later and I'm with the same error.
at the time was solved, now do not know to solve ...
some help?

I have the same problem but im thinking is my graphic card or the intel is the problem!
i have windows 7 professional 32 bits
processor: genuine intel(R) cpu T2080 1.73GHz(2 CPUs)
I upload by myself directx 11 and my graphiccard is VGA standar 8 bit
