Different Methods of Getting Better FPS

I have been playing CS:GO for some time now and I have always had a problem with fps. Currently, I run 80 fps max and drop down to 10 fps in some occasions. I have tried a lot of configs and none have seemed to work. If anyone could help, check out my specs and let me know what you think.

Operating System: Windows 7 Home Premium 64-bit
Processor: AMD A8-3520M APU with Radeon(tm) HD Graphics (4 CPUs), ~1.6GHz
Memory: 6144MB RAM
Card name: AMD Radeon(TM) HD 6620G

It's a laptop which is the kicker. Totally left that out of my first post. :/
