It's kinda nice from Valve to release a hardcore pc game like CS on console. Even nicer they cancelled the cross-platform servers. :D
1) If they charge for maps or map packs on console they will have to strike some kind of deal or agreement with mappers so that we can get paid for our work too.
2) Open up the workshop free like they're currently doing now on PC (In beta currently).
Custom maps are possible on console, but as far as I'm aware there are no plans for it right now.
They would also have to update the game with a new menu UI to choose custom maps. Right now the only way to play custom maps locally is with either the "changelevel" or "map" commands in the dev console (which the PS3 and Xbox 360 players have no access to)
