Now the next thing you have to do is go into your csgo\cfg folder. In there you will see some files that start with gamemode_ and end with cfg. Those are the files that contain the settings for each gamemode. And now you'll want to edit some of those files. The only ones that I modified to my liking are armsrace, casual, competitive, deathmatch, and demolition. It is probably not necessary for you to change anything in the custom or training fies. Anyway open each file one by one with Notepad or whatever you use and maximize the screen. Being that you just want to change the maximum number of bots, you will only need to change one setting. That setting is bot_quota (it's near the top). What you want to do is change that number to whatever you want the maxplayers to be for that particular gametype. So you can look back at your gamemode_servers.txt file if you forgot what you set maxplayers to for each gametype. As far as I know, the maxplayers setting for that gametype, and the bot_quota setting for that gametype, have to be the same number. Then save the changes to each file as you edit them. You will also notice that a whole bunch of other settings are available to change in those gamemode_(whatever).cfg files as well. You may want to look through them because maybe you may see other settings you may want to change too. But for now, I just told you how to change the maximum number of bots that you can play with.
Another thing is that sometimes when we get a CS GO update, those gamemode_(whatever).cfg files are reset back to their defaults. So that means that we have to go back into them and change them back to our liking. And sometimes the gamemodes.txt file may be modified too. And if that happens, we may have to make a new gamemodes_server.txt file again.
So I hope that you're not too confused and can figure this out. Now with regards to how do you make a maplist so that you're not always playing on the same map with bots, I don't currently know how to do that. I hope someone can explain how
