Report a translation problem
I had the same problem and I managed to fix it.
The problem is an updated version of the map, which substituted the old glass elements for new ones. In the old version the windows shattered at first and only broke out of the frame completely if you shot them multiple times. The new windows are instantly gone after a single shot.
Now, to get the achievement, you have to play on the old version of the map. This is not easy to do, so make sure you have a bit of time and patience available =)
Here's my step-by-step instruction on how to do so:
-subscribe to this worshop map: https://steamcommunity.com/sharedfiles/filedetails/?id=1464930925
- load it up once in game, so it will be displayed properly in your workshop map folder
-go to -> Local Disc (C:) \ Program Files(x86) \ Steam \ steamapps \ common \ Counter Strike Global Offensive \ csgo \ maps \ workshop \ 1464930925
and rename the file "cs_office.bsp" into "cs_office_old.bsp"
-go back to \maps , search for "cs_office.bsp" and rename it into "cs_office_x.bsp"
-now you can go back to \workshop \ 1464930925 , rename "cs_office_old.bsp" back to "cs_office.bsp" and copy it.
-go to \maps and insert the recently copied map
-go into your game and boot up the console - if you haven't activated it yet, you can do so by going into your game settings and choose "yes" at "Enable Developer Console"
then simply open it up by pressing the circumflex button [] which is located between ESC and TAB.
-type in "map cs_office" and submit the command by pressing enter
Now you should find yourself inside the old office map - simply choose the CT side and shoot these ♥♥♥♥♥♥♥♥ 14 windows :D
The achievement should finally be unlocked.
We aren't done yet though, don't forget to now go back to \maps , delete "cs_office.bsp" and rename "cs_office_x.bsp" back into "cs_office.bsp".

I can not assure you that you are 100% safe, but I can't think of a reason for a VAC either, since you're not playing the old map in any online modes.
Besides that, I also don't think that they check your game files for any deviation, as long as there is no reason to - and if you replace the old with the current map after you've gotten the achievement, there won't even be any deviation for them to notice.
i cant find maps
The correct path is
-> Local Disc (C:) \ Program Files(x86) \ Steam \ steamapps \ common \ Counter Strike Global Offensive \ csgo \ maps \ workshop \ 1464930925
But I haven't gotten a VAC so far, so I guess its safe.
From here, right click on the actual CSGO.exe and turn it onto "Run as administrator" in the compatibility section. And then click apply and then launch it thru the CSGO.exe. Do not launch it through steam. Launch the game using that .exe only otherwise itll break until it verifies itself again for some reason. Then when the game launches, you go to play the game. And then choose offline with bots and then choose competitive and then choose the map office to play on. Then go crazy and find all of those windows in the map that are breakable and shatter them. Boom you now have the achievement. Hopefully this helps you guys cause it surely did it for me. You can now get 100% achievements done in 2018.

Idk man, this should be a super easy fix for Valve :/
maybe they don't care about the CSGO achievements anymore, because so many people got them "for free" by using achievement maps...
