can you turn up the game with RTSS and take a screenshot showcasing the cpu clock speed? is it boosting up to 4.1ghz as it's supposed to or is it gimped down to below 3ghz?
If you're running windows 11 you can try this simple change in your settings to force the game to use the GPU only.

Just change Aspect Ratio to 16:9 full HD
And you should get lower FPS
If you still get same FPS that mean its CPU problem
But if you want my advice
Put settings on low
Only texture High
And Anti-Aliasing 2X MSAA
Dust 2 clean map 360fps (GPU load at 60%)
Dust 2 DM - 200fps (GPU load at 40%)
Why such a big difference in fps, and why the load on the GPU drops...
the average looks to be about 250-300 and the margin of error is likely due to ddr5 kits.
