Green button "GO" won't work anymore, cannot start any game

For whatever reason my "GO" button is not working anymore. Nothing happens, I can click the whole day. At the same time I noticed that "apply settings" is not working too. If I want to change settings for video, I cannot apply new changes. It's totally weird.
But I can click on everything else, all works fine. Seems like this bottom part of the screen is not accepting mouse clicks anymore. Anyone has any ideas?

seems like the only fix i could find is to completely reinstal the game
basically the whole bottom part of cs2 cant be clicked on
