Otherwise its with the game or a external software.
I am trying to cap the fps at a lower frame rate since my laptop is old, but it does not really matter what value I choose, the frame rate is still the same.
So, you shouldn't cap your fps.. it will not improve any performance. Mine still works using +fps_max in launch options
or if your laptop is NVIDIA you can just use NVIDIA profile or profile inspector found on GitHub to limit fps (if your laptop is that old.)
