That's not an optimization problem, the 1080 is old already. I have 2x 1080's FTW's I used to use in SLI but they were old enough for me to justify shoving them in a closet and never use them again, and I did that almost 2 years ago. They're emergency backups in case current hardware dies now.
1650's which are extended versions of 10xx series card that use some newer 2019 components, cap out in CS2 at 130 frames with a 5900x, so I'm not sure what you're expecting.
