Also it is normal if your CPU is not 100% used in games, since most game engines barely can use all cores and threads, even modern ones.
If CS2 uses 50% of your CPU it is the best it can use of it (for example my CPU is used for 20% in CS2), it is not related to the optimization.

The game doesn't utilize all your cpu threads and doesn't even support hyper-v, thus your 6c/12t are barely used. Your additional threads are doing basically nothing. You could try using -threads x, where x represents number of your threads and see if it helps, but I highly doubt.
The interesting thing is that in the first versions of CS2 (including beta tests) my laptop still runs this game very well at over 200+ fps.
