CS2 Stuck at 59 hz refresh rate, cannot chose correct option
Since the release of CS2 I've had issues with the refresh rate being stuck on "59 hz". When I try to find solutions there's the switching to 4:3 and back to 16:9 option, but this doesn't work for me and it resets as soon as I leave the setting screen (60hz low 4:3 res, change to 16:9 and correct 2k res @ 60hz, then it changes back as soon as I leave the settings).

I also tried:
DDU for nvidia
Setting GPU scaling in nvidia control panel
Setting Performance optimization max. performance in nvidia control panel
Setting V-sync disabled in nvidia control panel
Setting CS2.exe to "disable fullscreen optimization" / "run as administrator"
Max_fps 400 / 0 in console
Reinstall CS2 (+ remove everything)
Edit CS2 config file local (already correct settings showing in the .txt)

Yes the settings in CS2 are correct:
2k resolution 16:9 full screen (not windowed/full screen windowed, since its a 4k monitor)
I've tried with launch options (-refresh/-freq 60), no luck
I've tried almost everything you can find on the internet/fora and such without luck.

Why I want to solve this is not the "1hz", but it causes stutters in game which make the game unbearable to play/causes micro stutters. This in combination with existing network loss issues makes the game too buggy to play. When I use an alternative resolution like 1920x1080, I can select 60hz after doing the 4:3 > 16:9 switch again. Then the stutters and even network loss issues seem to be minimal. I want to fix it to get the smooth gaming experience back as this is super frustrating .

Anyone has any recommendations or fixes I can try ?

Even the 4:3 > 16:9 method from the internet doesn't seem to work. Even with lower resolutions such as 1920x1080, when going out of the settings menu and to home or loadouts or any other screen it resets itself to 59hz. When it is on 60hz the lag and network loss issues seem to be a lot less/even gone entirely.

Anyone has any tips or things I can try, please ?

"59" is not a bug and shouldn't be the stuttering issue at all. it is a monitor manufacturer offsetting +/- 1hz on hardware level.

You can't change it (in my example I have 239.01hz instead of 240hz)

Everytime you change aspect ration in game, it will revert back to 60hz. So you have to manually set it back to a higher one.

One thing that has massively helped with the stuttering and network issues:

I use a USB microphone, if u set the default devices to the correct device it greatly helps smoothening the game. Also if you do not use it, disable push to talk which helped on another's pc.

The 59hz / 60 hz always reverts as soon as I leave the menu even if I do not change the aspect ratio back to 16:9 .
