The best one is still CS 1.6. But it doesn't have official servers unfortunately.
If CS 1.6 got official servers I would never move to CS:GO.
Wrong. CS2 got not just better graphics but also better perfomance for high-end rigs, better tickrate, better hitboxes, better UI, better functionality, more and better ranked modes, and so on.
The only things CS2 is worse than CS:GO are the peekers advantage and a lack of weird gamemodes for some players. Both might be solved later.
