How to unlock competitive in non prime?

my friend who just started the game can't access to competitive and wingman. it says play casual and dm. when will he able to unlock compi?

I think u cant unlock it whitout the prime

in old cs t unlock all other gamemodes there was a progress bar, every time you plays casual it went up

non prime users can still play compi other than premier.
