Normal gpu usage in main menu, 30% in game ?
With my system and settings the game has about 340 FPS in the main menu and the GPU is around 99% Usage, sits constantly at it's max boost frequency @240W power draw. CPU at around 25%
As soon as I join a game, any game, online deathmatch, offline with bots, casual match, the usage is around 30% with fps averaging 100 but with severe inconsistencies and drawing around 60W. Cpu at around 30-40%. allowing 3'rd party monitoring tools and having a frametime osd shows ridiculous jagged graphs, leading to a very lame experience.
I've never seen anything like this. it's as if the engine just bottlenecks itself. I've seen many threads reporting similar problems with low in game gpu usage while not being bottlenecked by the cpu.
It's baffling that the main menu can actually allow the gpu to stay at max boost clocks with steady core frequency and consistent utilization while ingame it's all over the place in the mid 30s.
What the hell is going on ? Would love to see some deep dive performance profiling pinpointing the actual issue here because the trolling is off the charts on this one.

To provide some specs context, i'm on win11, rtx 2080, ryzen 2700x, 16Gb ram, latest bios on my x470 board, my gpu and cpu rarely cross the 60C barrier while subjected to synthetic load, there is no overclocking, the windows power profile is set to max performance, the nvidia power settings are set to max performance, the game is set to lowest details, the resolution is 1080p. Bios has been reset, driver has been reset (with ddu, etc by the book) and reinstalled, game has been "checked for corruption" and is running from a pcie3.0 nvme ssd. All things are at their defaults except the ingame video low settings, power settings in windows and nvidia control panel. There are no "special <<performance>> enhancers", no "registry fixes", no "command line <<tweaks>>", you understand what I'm saying.
With that enumeration I hope i've extinguished any sort of elite advice. Hell, I've even asked chat-gpt and it confirmed that this is extremely counter-intuitive however due to it's training data being up till january of 2022 it's not yet trained on information regarding cs2 [bla bla...] I've seen lots of threads with pretty much the same problem, even people with 4000 series cards experiencing the exact same low usage in game and being told by last-gen trolls to upgrade. Upgrade to what ? Trolling is supposed to be funny and smart, can't just tell people to upgrade from a 4070 to play cs2. Get a grip. No to mention that nobody should even consider bying a gpu in that class just to be able to play cs2 properly and competitively. It's absurd in any way you look at it.
Bottom line is, if you have a garbage toaster that can squeeze 40fps while running at full utilization in the game menu, the engine must be able to squeeze said garbage toaster everywhere else as well. You will certainly not get 40fps everywhere else, but it should always be fully utilized.
PS: this is ridiculous.

yeah same issue on two different systems with a 1080ti and a 3090
gpu and cpu dont get used, cpu is 50% and gpu at 30%

ranked runs fine except for weird movement lag sometimes and of course the framerate is way lower then it should be, deathmatch is unbearable with huge stutters

Don't listen to anyone saying its bottlenecking, I played the limited testing with a rtx 3060ti and ryzen 5 3600 and I had good fps but stable with near 100% gpu usage and around 30% cpu usage. After release this went to ♥♥♥♥ by getting 40% cpu and 30-50% gpu unstable fps, fps range from 100-250 from walking around. I even fiddle around a bunch of windows settings, nvidia, bios, and afterburner maxing power limit and the most I get is an avg 50% gpu and max 60%. This is a cs2 release issue, not a system issue. The game is not optimized and it has the simular release as valorant where after they had a few patches, powerful systems wouldnt run over 200 fps.

It supposed be like that.
The main menu scene is easier for CPU (a small scene with less scripts), so GPU gets more work. In the actual matches your GPU is bottlenecked by your CPU. Nothing you can do about that beside getting much better CPU unfortunately.
