CS2 LOW AND BAD GPU utilization

idont know what is going on ihave 6900xt + 5600x + 32gb ram 3600mhz but wtf is going on with cs2???
in csgo i hade around 600-1000 fps in 2k res

now i have around 250-350 and its not stable when i wacthing my metrics i can see my gpu is going from 40-70 % usage and not more and my cpu is playing arund 40-60% and this game is ot using my hardware its like im playing with ♥♥♥♥♥♥♥♥ hardware, btw my gpu is the beast in ♥♥♥♥♥♥♥♥♥♥♥♥ game and i dont know what is going on with this game?

is anyone have same problem ?
and do u find any fix for this?
( cz i tested every solution around the web)

Fix:
Windows sets all computers to a “Balanced” power plan by default but there are also “Power saver” and “High performance” plans. Your PC manufacturer may even have their own custom power plans.

If your power plan is set to "Balanced" or "Power saver" and you're experiencing issues like , stutters or other negative performance issues, i highly recommend switching to the "High performance" power plan. It uses more energy, but should increase the performance and your GPU and CPU will use more utilization.

I dont know why but if i activate "Balance Power Plan" my GPU get max. 30% Load and CPU same ammount.
If i set it to "High Perfomance" i have ingame 99% GPU Load and when i look in Taskmanager all Cores working with higher Clock rates and Load.

Dont use "Disable Fullscreen Optimization" with cs2.exe
In most "fps boost settings bla cs2 best wow super blablabla" Tutorials u told to Enable "Disable Fulscreen Optimizations" but u can try yourself. Play with unchecked option and with.
Pro Player May0nesy uses and recommends to uncheck "disable fullscreen OpTiMiZaTioN"

Right click on the exe > Properties > Compatibility tab on top > Uncheck [ ] Disable fullscreen optimizations

Dont use Launch options.

Disable MSAA ingame and disable Steam Overlay!

and u will get stable and higher fps.

power plan is not my problem i already have ultimate performance active.
yeah and i tested out full screen optimization , yes game work with that better than disable , btw i didnt found any fix for my low gpu usage in only (cs2) and no other game

with max setting and 1440p res on mirage when map is empty gpu is not going more than 93% but gave me decent performance 420-460 fps stable to every corner of the map with nearly 240 watt stable power usage....
buttttttttttttttttt after i added 9 more bot to the map (style of premier or comp 5 vs 5) gpu was 70%-90% but most of the time is on 75% buttttttt with 140-170 watt and not more !?!
i dont know what is going on with bots or charecter models in cs2 ... and fps drop to 200-240 fps...

Nah,AMD drivers on windows are usually bad btw,op can try using Linux where the AMD driver truly shines, they'll get more FPS

Also make sure no nonsense like vsr/wait for frames/antilag etc. is on

nop cpu is not going more than 50-60% instead of that after adding bot or player to the map will decrease cpu performance is going to 30-55%

yeah i started to think about that from the beta its mostly about bad game optimization from valve and driver problems from amd not the hardware (at least not with the hardware can make up to 180 fps in high-ultra setting in 1440p

so tell us whats wrong.
bots are calculated by the cpu not the gpu. the gpu get fast/more information from cpu without bots / less load. so more output/fps because cpu not bottleneck gpu.
Add bots, load on cpu get higher > More stuff to calculate on same cores > less output for gpu > gpu cant get more output because of less data.
