For 1920x1440 it only works on 59Hz.
You should try it too, saves alot of completely unnecessary troubles and headaches.
in nvidia panel disable override set by games and set resolution to your native (so 3440x1440 in my case (i also had gpu scaling idk if display works))
and in cs2 set it up to 4:3 when the game is stretched to fullscreen click the hotkey from hrc
and boom u have 4:3 in fake 16:9 on 21:9
It positions to left but in my case its better than nothing
