Report a translation problem
It is possible the that you wifi connection is the problem. If you don't have a perfect Wifi Connection it is possible that you have packet losses. While whatching videos and surfing you won't notice these packet loss, but when you are playing CS every packet loss will lead to that problems you discribe.
Maybe get yourself a long Network Cable an test if the rubberbanding disappears with a normal lan connection. You can also try a Wifi Repeater or Acces Point to improve your connection quality.
