I guess this is right, and you may try the following to compensate your bad hit reg.:
Try aiming at the outer border of the enemy's body in direction of where he is moving to, rather than aiming at the center of it.
This to compensate for the slight delay CS:GO's 64 tick seems to produce for aiming / hit registration, compared to CS:S and especially CS 1.6.
