The german "W" is pronounced similar to the english "V", maybe because of that. Its the same for the russian letter

It comes from germany. We don't say "Ey Doubleyou Pi", we say "Ah weh peh". We absolutely dislike the "doubleyou" name for a "W" and it's better to say "weh" (which is how we speak the "W") with a soft "w" so it sounds different that "v" which is "vi" (in germany it's simply "vau"). In english we obviously can't say the german alphabet so we don't use "weh" but a mix with the german "W" so it's "We".

When people say that fast it sounds like "Ey Vi Pi". (But meant is "Ey We Pi")

That's not really wrong. It's the fault of english speaking people who thought "doubleyou" for the W makes sense.
