I can provide the differences between both from the weapon scripts:
WeaponArmorRatio
Molotov: 1.8
Incgrenade: 1.475
This means that the Molotov does 90% of its normal damage against armored opponents, and the Incendiary does 73.75% of its normal damage against armored opponents. Both do the same damage against unarmored seeing as their Damage value is the same (40).
Weapon Price
Molotov: 400
Incgrenade: 600
This is a given. Everyone sees this information in the buy menu.
FlinchVelocityModifierLarge and FlinchVelocityModifierSmall
Molotov: 1.0 and 1.0
Incgrenade: 0.70 and 0.80
This means that no matter what, whenever someone is damaged by a Molotov, they will not be slowed down and can move at the MaxPlayerSpeed of the weapon they are holding. When someone is damaged by an Incendiary though, they will be slowed down to 70% of their normal speed if the damage is applied to their arms, stomach, chest, or head or 80% if the damage is applied to the legs. I'm not 100% sure, but I think that the damage would always be applied to the chest in this case due to the fact that armor can't be applied to legs and it is obvious that WeaponArmorRatio is taking effect.

This is a ridiclious suggestion and shows that you have no experience in competitive CS. CT sides on most maps are already won more often than T side and you actually want to ruin it completely.
