CS2 - Constant packet loss

the game is unplayable, the latest update introduced a ♥♥♥♥ ton of packet loss, i got a default of 17-95% download loss and 40-98% upload loss.
I can literally not move anymore, i got constant rubberbanding in the middle of firefights and there is nothing i can do

can't even get my weekly drop anymore cause of packet loss and cheaters, rn i keep finding very obvious wallhackers on top of having up to 95% packet loss in that same match
