Wallhacks are much harder to detect without intrusive anti-cheat than aimbots which create extremely blatant input signatures.
If VAC doesn't recognize the used cheat, how should it ever know someone is walling? The game itself is dumb and can't tell you're pre-firing etc.

This is why walls/radar are so annoying and popular among higher elo cheaters.
