You don't seem to be reading what HE'S saying. Doesn't matter if your crosshair is ON the other player's model if you're not CONTROLLING the damn shot. Only the first 2 shots of an ak are accurate to the crosshair, afterwards, you pull your mouse slightly to the right then to the left to control the recoil. This will hit the player BUT THE CROSSHAIR WONT BE ON THE PLAYER. YOU ARE USING THE RECOIL OF THE GUN TO SHOOT AS CLOSE TO THE PERSON AS POSSIBLE. So yes, it is skill-based, and very hard to master.
To succeed in a CS game you have to learn the recoil patterns of the weapons and compensate for them by dragging your mouse downward as you fire. By definition CS:GO is definitely skill-based.
It just sounds like you are frustrated with a mechanic that is new to you that you don't quite have a grasp on yet.

As others have mentioned OP has the most playtime invested in call of duty. If that is your cup of tea then I highly recommend you stick with the flavor you enjoy the most. If you want to taste something new that you are not accustomed to then I recommend you do a bit of research next time before you fill your cup up with it.

On a more... helpful note, each weapon has it's own spray pattern, along with the fact that when you are walking, the spray will be VERY wide. Try crouching when shooting. Jumping is HOPELESS when you are trying to take out opponents.
