I mean i play other games and its ok there, like recent Hunt Showdown update goes smoothly for example.
You could try to set the max amount of threads that CS2 can use by right clicking on the CS2.exe in the steam games library and then opening the launch options menu. I already looked up your cpu and the max amount of threads you should put in there should be
"-threads 7"
you can also open up task manager and select the CS2.exe and make sure it is set to "high priority"

i had 1650 before and was playing CS2 on it and had better fps than now lol
