just select any skin you want, open their server and select "inspect in-server" or copy the code next to this button and paste it in chat (in chat, not console)
Some reputable ones are:
1.) Broskins (in csgo Broskins was mid and had a lot of optimization issues but they may have fixed it)
2.) Cs2Inpects which is operated by Bitskins in collaboration with Epidemic.
3.) some content creators have inspect servers that they make public through their Discords
I wouldn't advise using any other ones.
Regarding the TOS: I believe the TOS Valve set up for skin use "temporary ownership" is more referring to Pay-2-Win style community servers "selling" skins. I.e, a community server who says "if you pay $5 a month, you can unlock any skin on this DM server!" or something like that. I don't believe Valve has an issue with people previewing skins who are genuinely interested in purchasing the items. However, Valve maintains a policy of deliberate ambiguity on this presumably because they want to retain the rights to close or take action against any server at their own choosing. Any historical action taken against people has been against server hosters, not users.
